Why Mexico and Paraguay are embracing controversial parties of the past

Both countries voted out single-party systems that ruled their nations for most of the 20th century. But now both are looking to bring back the very same systems they were so relieved to see fall.

Political outsiders and opposition candidates have been the winners in Latin America in the past decade, and nowhere is that more apparent than in Mexico and Paraguay. Both voted out single-party systems that ruled their nations for most of the 20th century.

But now both countries are looking to vote back in the same systems they were so relieved to see fall just a few administrations prior.

When Mexicans head to the polls this Sunday, they are, according to surveys, expected to favor Enrique Pe?a Nieto of the Institutional Revolutionary Party (PRI), which had a grip on power here for 71 years until 2000. Then on the other side of the Americas the impeachment scandal surrounding Fernando Lugo in Paraguay, whose victory in 2008 broke 61 years of Colorado Party rule, has revealed deep dissatisfaction with his presidency. It has also highlighted the fact that the Colorados are poised to regain the presidency in 2013.

?[The Colorados] have won every single local election since they lost power,? says Juan Carlos Hidalgo, a Latin America analyst at the Cato Institute. ?It's like the PRI of Mexico.?

In both countries, the rising popularity of the former ruling parties is a matter of expectations, which were sky high with the transition to democracy but deflated with the snail's pace of change. Some blame it on the inefficacy of new parties in power, others on the old power structures that are still deeply entrenched in both countries and that have blocked reform at every turn.

In both cases, it's given the old parties the chance to say: ?We know how to do things, we are born to rule, you have to elect us back,? says Mr.?Hidalgo. ?It's pretty ominous. It means there is the case for having one party in government all the time.?

'A hard reality to swallow'

The latest polls in Mexico show that Pe?a Nieto has anywhere from a 10 to 17-point lead over his nearest rival, Andres Manuel Lopez Obrador, from the leftist Party of the Democratic Revolution. The conservative ruling party, whose ticket is headed by Josefina Vazquez Mota, is trailing behind both according to most surveys.

The PRI, which was once dubbed the ?perfect dictatorship,? is widely accused of corrupt practices and cronyism during its reign. When it lost presidential elections in 2000, with the victory of the conservative National Action Party (PAN), the change in power was hailed across Mexico. So it comes as a surprise to some that after 12 years with the PAN in power, Mexicans are supporting the party they once feared they'd never be able to vote out.

But the PRI says it is a reformed party, one that is committed to democratic ideals of the 21st century. ?It is the PRI of today,? says Eduardo Sanchez, the party spokesperson.

That is a hard reality for many to swallow, says Soledad Loaeza, a political analyst at the College of Mexico in Mexico City. ?I think to many people it is very difficult to stomach the restoration of the PRI in power,? she says. ?It is so closely associated to authoritarianism; it is like contributing to bringing back the past.?

Italy beats Germany 2-1 to reach Euro 2012 final

WARSAW, Poland (AP) ? Mario Balotelli flexed his muscles in more ways than one.

The 21-year-old striker quieted his of critics by leading Italy to an unexpected spot in the European Championship final, scoring twice in the first half in a 2-1 victory over Germany on Thursday night.

After his second goal, Balotelli stripped off his jersey and flexed his muscles in a defiant pose ? even if that meant an automatic yellow card.

"This is the greatest night of my life, but I hope Sunday is going to be even better," Balotelli said, looking ahead to the final against defending champion Spain. "In the opening matches I had a lot of chances, and I wasn't able to finish them. But In football you also need luck."

In the 20th minute, Balotelli had no trouble getting past Holger Badstuber to head in a pinpoint cross from Antonio Cassano. Then in the 36th, Balotelli received the ball behind the defense and blasted a long shot into the top right corner.

With three goals, Balotelli is tied for the tournament lead. After the match, Italy coach Cesare Prandelli was asked if this was the best match of Balotelli's career.

"Balotelli's career has just started," Prandelli said.

Germany's winless streak against Italy in major tournaments reached eight matches. The Germans failed to trouble Italy for much of the match, although Mesut Oezil scored a consolation penalty in injury time after Federico Balzaretti was whistled for a handball.

Germany entered the game on a world-record 15-match winning streak in competitive matches.

"It's a very bitter defeat," Germany captain Philipp Lahm said. "We tried everything in the second half but our goal came too late. We have so much potential in our team but if we cannot give the right performance at the right time or are not clever enough, then we lose such a game."

The final in Kiev, Ukraine, will be a rematch of Italy and Spain's 1-1 draw that opened Group C.

"We showed we're on Spain's level and that's where we started this run," Italy midfielder Claudio Marchisio said. "It's no longer a question of fear. Now we've got to pull out everything we still have inside ourselves."

While Italy has won four World Cups, it's only European Championship title came in 1968. As they did in winning the 1982 and 2006 World Cups, the Azzurri have managed to maintain their focus despite a match-fixing and betting scandal at home.

"All I can say is that when you talk about Italy, everyone needs to be careful," Prandelli said. "We played an extraordinary match. We displayed a model of fair play and attachment to this shirt."

On a pleasant evening at the National Stadium Warsaw, Cassano set up the opening goal by befuddling Germany defenders Mats Hummels and Jerome Boateng to lift the ball in Balotelli's direction.

The second goal began with a long vertical pass from Riccardo Montolivo, whose mother is German. Balotelli collected the pass with his back to the goal, controlled the ball with his chest and then sprinted forward and unleashed a blazing shot from the edge of the area as Germany goalkeeper Manuel Neuer again stood immobile.

"We did what we had thought would put them in trouble," Prandelli said. "We played centrally and looked for one-on-one opportunities with Cassano."

Even before scoring, Italy controlled the pace of the match, although Germany did have several chances from Hummels, Toni Kroos and Oezil.

In the 35th, Italy goalkeeper Gianluigi Buffon preserved the lead by swatting away a long shot from Sami Khedira ? and Balotelli doubled the lead a minute later.

To start the second half, Germany coach Joachim Loew brought on Miroslav Klose for Mario Gomez at center forward and replaced Lukas Podolski with Marco Reus on the wing.

With Germany appearing slightly more organized, Lahm had a great look at the goal in the 49th but shot way over the bar.

"If we had scored earlier, there could have been more for us," Loew said. "The disappointment is great. Nobody is speaking in the dressing room. The players are crying. ... But I am not going to question everything we've done. This team has great quality. It will continue to develop and learn."

Buffon made another impressive save in the 62nd, leaping to push a free kick from Reus off the bar.

While Italy largely sat back and protected its lead in the second half, the Azzurri did produce some dangerous counterattacks. Marchisio shot just wide in the 67th and 75th and substitute Antonio Di Natale missed another chance in the 82nd.

Di Natale came on in the 70th after Balotelli went down with a cramp to his left leg.

White-clad German fans greatly outnumbered Italian supporters, unveiling a huge banner before kickoff that featured a giant "G'' for Germany. However, most of the stadium was filled with Polish fans cheering for Italy.

"We're living a dream along with millions of Italians," Italy defender Giorgio Chiellini said. "We're going to enjoy this victory a little longer, then we'll think about Sunday, because we want to continue dreaming."

Google-built machine learns to find cats on the Internet

An artificial brain that Googlers built with 16,000 computer processors and a nifty algorithm has taught itself to recognize images of cats posted on the Internet.

While cats provide web surfers endless hours of giggles, the feat of the so-called neural network is a serious step forward in the realm of machine learning, the New York Times reports.?

The network is among the largest of its type ever built, thanks in part to falling costs and abundance of computers available for research.?

The Googlers fed their artificial brain 10 million images that were randomly selected from YouTube videos. Given a chance to see a random slice of what we put on the Internet, the machine followed our lead and learned to find cats.

?We never told it during the training, ?This is a cat,?? Google fellow Jeff Dean told the New York Times. ?It basically invented the concept of cat.?

The results show that ?it is possible to train a face detector without having to label images as containing a face or not,? the team notes?in a paper on the research posted on arXiv.org and presented this week at a conference in Scotland.

As we build ever bigger and more sophisticated artificial brains, they could help improve image search, speech recognition and machine language translation ??services that Google provides.

Singer will drop Big Sean collabo, 'As Long as You Love Me,' in July.

It charted at #21 on the Hot 100, banking 168,000 downloads. Layar previously signaled that it wants to get into augmented reality print media, and its founder Raimo van der Klein is putting his money (or at least, his title) where his mouth is. He's leaving the CEO position in favor of Quintin Schevernels, who comes from the print publishing world as VNU Media's COO. Van der Klein will hang around as Creative Director to keep the company pushing forward in new directions, but he sees most of the money-making coming from print-friendly tools like Layar Creator -- it only makes sense to have someone who's well-steeped in the medium (and who can turn a profit) running the show. Schevernels hasn't signaled any grand strategy changes in his first few hours on the job, although he might not be in any rush following the launches of apps like Stiktu. We'd just be ready for a whole lot of augmented reality magazines and cereal boxes in the near future.

Inevitable endings and new beginnings are just two themes in Katy Perry's new video for "Wide Awake," the final single from the pop titan's megahit Teenage Dream album. Our favorite California Gurl recently sat down with MTV News' Sway Calloway for "MTV First: Katy Perry" to chat about closing this rollercoaster ride of an era with the Dr. Luke-produced cut.

Recalling how the midtempo tune materialized after her "Katy Perry: Part of Me 3-D" docu-concert team asked for an ending credit tune, the singer said: "It kind of is like the perfect last word of me at this moment."

"It's kind of like the labyrinth of my life in the past two years," she continued. "I just wanted to tell a story about myself kind of going through this journey, maybe sometimes trying to get out of the maze. There's good parts and bad parts."

But she's not alone in the visual, as a younger version of Perry helps the starlet through the mystical maze, evading paparazzi, horned men and a deceitful Prince Charming. "I think what kept me going is the purity in my belief of music and my love for music; that's the younger version of me," she said of the mini-Katy symbolism.

As for what Katy's learned from her trials and hardships, the singer showed off an arm tattoo that reads "Go with the flow" and explained how the message has turned into a life motto.

"That is how I have to live my life sometimes, because there's always great things that pop up. There's bad things that get in your way," she admits. "I mean, it's an obstacle course. Of course, it's a fun one. You just have to be prepared and strong and ready for it. In this music video, I came out at the other end learning a lesson and feeling strong enough to get back out on that stage."

UN expert slams censorship by Israel, Palestinians

GENEVA (AP) ? The government of Israel, the Palestinian Authority in the West Bank and Hamas in Gaza are all unduly limiting free speech through restrictive laws, intimidation and censorship, a U.N. human rights expert said Tuesday.

The global body's independent investigator on freedom of expression, Frank La Rue, said the measures have had a chilling effect on the work of journalists and peaceful activists, and urged Israel and the Palestinians to uphold international standards on free speech.

"I am concerned by the recent attempts to limit criticism of Israel regarding its policies and practices of occupation, and questioning of Israel as a Jewish state," La Rue said as he presented his report to the U.N. Human Rights Council in Geneva.

He cited a law adopted last year that allows Israeli authorities to fine publicly-funded institutions that commemorate the so-called "Nakba," or catastrophe, an Arabic term used by Palestinians to describe the displacement of hundreds of thousands of non-Jewish residents during the war surrounding Israel's creation in 1948.

"The law severely undermines their right to freely express their opinion, preserve their history and culture, and to their right to commemorate the Nakba, which is an integral part of their history," said La Rue.

He also questioned an Israeli law that makes it a civil offense to call for a boycott against Israel and its products, as well as those produced in the settlements in the West Bank.

"Calling for or participating in a peaceful boycott is a legitimate form of expression which is internationally recognized," La Rue said in his report. "Moreover, given that lawsuits can be brought against individuals without any proof of damages, it creates further incentives for self-censorship, including on the Internet, to avoid litigation. "

He voiced similar criticism of a bill to amend Israel's defamation law, which would sharply increase fines without the need to prove damages.

"If adopted, it will create a significant chilling effect and will discourage investigative journalists, human rights NGOs and individuals expressing critical views," said La Rue.

Israel should also drop the practice of having a military censor review articles on issues of national security prior to publication, he said.

Israeli diplomats in Geneva didn't comment on the report because the country has officially suspended its work with the 47-nation rights council, which Israel accuses of being biased against it.

But in Jerusalem, Foreign Ministry spokesman Yigal Palmor noted the government "fully cooperated" with La Rue.

"We will study his report carefully and seriously," he said. "We remain totally committed to freedom of speech for all, and we will examine very closely the recommendations with the aim of making whatever improvements may be necessary."

La Rue also criticized the Western-backed Palestinian Authority for requiring publishing licenses and censoring publications according to broad and vague rules. He also expressed concern at reports that Facebook users were harassed for posting unfavorable comments about Palestinian President Mahmoud Abbas.

Palestinian government spokesman Ghassan Khatib said the report would be dealt with "positively and seriously."

Palestinian law "guarantees the freedom of the press, and normally we exert all our efforts to guarantee that," he said.

Khatib also said there has been a "major improvement" in press freedom over the past four years. "However, there have been individual, rare cases, but they were solved because of the power of the civil society and public opinion," he said.

In Gaza, the ruling Hamas faction, which seized control of the coastal strip from Abbas' forces five years ago, has introduced a new requirement for foreign journalists to name a local contact, which could lead to self-censorship, La Rue said. He criticized the excessive force used by Hamas to disperse peaceful protests and cited "arbitrary arrests and detention of protesters and journalists monitoring demonstrations."

Hassan Abu Hashish, chairman of Hamas' Gaza government press office, called the report "slander."

"Freedom of the media and freedom of speech in the Gaza Strip is well ahead of other Arab countries and the West Bank," he said.

(AP) ? World leaders expressed relief on the eve of a G20 summit that Greek voters had stepped back from the edge and elected a government that supports painful reforms in exchange for a European Union bailout of the country's troubled economy.

Fears that Greek voters would instead choose an anti-bailout government and possibly force the country's exit from the currency union had haunted the gathering in this sunbaked Mexican resort, where the crisis facing Greece, Spain, Italy and other European economies have taken center stage.

Instead, world leaders said they saw Sunday's vote as a boost for European unity even in the face of economic turbulence.

"The Greek people have spoken," European Council President Herman Van Rompuy and European Commission President Jose Manuel Barroso said in a joint statement. "We salute the courage and resilience of the Greek citizens, fully aware of the sacrifices which are demanded from them to redress the Greek economy and build new, sustainable growth for the country."

As the pair indicated, the path ahead for Greece, and by extension the bigger economies of Italy and Spain, remains unclear and market turmoil could erupt again at virtually any time. A Greek exit from the currency union had threatened potentially catastrophic consequences for other ailing European nations and the global economy.

Spanish Prime Minister Mariano Rajoy lauded the Greek vote while speaking to reporters in Mexico, saying "we have improved a lot since we've entered the euro."

"What's happened in Greece is good news," Rajoy said. "The Greek citizens have done the right thing. The European Union is going to help Greece, because the European Union is and must be a joint project that seeks the well-being and the material improvement of all European citizens."

Chinese Vice Finance Minister Zhu Guangyao stressed the importance of stability in the wake of the Greek vote.

"We hope this new government will be on a solid footing and can maintain stability since stability is important to promoting development," Zhu said. "We believe that Greece should stay within the euro zone."

U.S. President Barack Obama, set to arrive Sunday night, and the summit's host, Mexican President Felipe Calderon, have been downplaying expectations for the summit.

Obama is seeking bolder, swifter signals from Europe that it will contain its financial mess and keep it from torpedoing the U.S. economy and his re-election chances along with it.

Calderon has given a more optimistic message, including that he expects the G20 to produce record donations to the International Monetary Fund, exceeding member states' pledges of $430 billion this year and bolstering its ability to conduct more bailouts in Europe.

There were, however, clear signs of deep divisions over this relatively straightforward measure. Calderon said the U.S. would decline to contribute, a decision in line with Washington's position that more IMF money would be a de-facto U.S. bailout of Europe. It was unclear how much money would come from emerging economies such as Brazil and India, which have been pushing for more say in the governance of the IMF in exchange for greater contribution.

Still due to arrive Sunday night were major players in the European crisis such as German Chancellor Angela Merkel and French President Francois Hollande.

The twin resort towns of Cabo San Lucas and San Jose del Cabo are ideal spots for Calderon's last moment in the international spotlight before July 1 presidential elections widely predicted to bring back the party that ruled Mexico with near-virtual control for seven decades before it was ousted from the country's highest office in 2000.

Recent months have been as bad as any for Mexico's battered international image, with scores of bodies dumped across the country by rival cartels, five journalists killed in the eastern state of Veracruz and a travel warning for Americans in a state on the Texas border to beware retaliation for a recent U.S. operation against the Zetas cartel.

"It's an issue that unfortunately puts Mexico on the world stage for the wrong reasons," Calderon told reporters Saturday.

But he also touted his record, saying Mexico had made fundamental changes for the better on questions of security, part of a legacy that also included improved health care coverage, infrastructure and the hosting of a series of international events including a climate summit, a visit by the pope, and the G20.

Violence in Mexico had been dropping steadily when he took office in 2006 then spiked during his stepped up offensive on Mexico's drug cartels. Since then more than 47,000 people have died in drug-related violence.

In the midst of all the debate over fossil fuels, we seem to have forgotten this fundamental role of energy in life. We think that all we need energy for is to drive our cars, fly around the world, run our electrical gadgets. But more important is that abundant energy is necessary for our way of life, for our civilization.

Even though energy is all around us, and we consume copious quantities of it in virtually every form imaginable, most people only really think about energy when one of two things happens: Either they open their mail one day and have an unwanted epiphany when they realize that one of their energy bills has become uncomfortably high?for diesel fuel, electricity, natural gas, heating oil, propane, and so on. Senate Finance Committee Hearing, Tax Reform: Impact on U.S. ...

On Tuesday June 12, the Senate Finance Committee heard testimony on how tax reform could affect change in U.S. energy policy and dependence on foreign energy. Senators Max Baucus of Montana and Orrin Hatch of Utah led the discussion by issuing member statements. Senator Baucus opened with a quote from writer Hunter S. Thompson, ?Anything worth doing is worth doing right.? Baucus emphasized that this was more relevant than ever for energy policy. ?Referring to his home state of Montana, Baucus hopes that the national energy policy can follow in its footsteps and focus more on renewable energy ventures.? He concluded by mentioning the vital importance of tax reform stating that tax incentives provide 85 percent of federal support to energy.? Senator Hatch went a more humorous route by comparing the tax code to the mythical multi-headed monster hydra that grows two more heads for each one cut off.

The Honorable Don Nickles, chairman and CEO of the Nickles Group, was first to testify. He emphasized the importance of both the House Committee on Means and Ways and the Senate Finance Committee in bringing about tax reform and his elation at the fact that there was growing bipartisan agreement on the issue of tax reform. Senator Nickles worries that the country is moving toward the type of energy policy seen during the Carter administration where the government ?picked favorites? by providing subsidies to some and not to others, suppressing competition. He believes the ideal energy policy would include neither incentives nor penalties. His full testimony can be viewed here.

Next on the witness list was the Honorable Phillip Sharp, president of Resource for the Future. He emphasized that for the past few decades, the majority of funding for energy ventures has come from the private sector with government incentives to influence consumers and investors. There are many incentives already in place and it is important for the government to continually evaluate their effectiveness. Sharp concluded by suggesting a tax reform that includes a carbon tax where the revenue from the tax is put towards reducing taxes on energy sources that hinder growth. However he warned that a carbon tax is probably not yet ready for introduction without further examination. His full testimony can be viewed here.

Third to testify was Dr. Dale Jorgenson, an economics professor from Harvard University. He presented a clear-cut list of taxes to levy on energy producers. The tax would be graduated based on carbon output and environmental and health impact with a substantial tax for coal, limited tax on oil, minimal tax on natural gas, and no tax on renewable energy. He argued this would reduce our dependence on fossil fuels with great environmental benefits as well as level the playing field for renewable energy sources that have been denied tax subsidies for so long. Dr. Harold Hamm, CEO of Continental Records, one of the top ten producers of U.S. oil, was fourth to testify. He explained why the tax code of 1986 has been so successful to promote the independence of the oil and gas industry and should be left as is. Hamm asserted that technological advances such as horizontal drilling have allowed the U.S. to move from importing 60 percent of its oil seven years ago to just 45 percent today. Hamm finished with a plea to the committee to keep the tax code intact if we have any hope to achieve true energy independence. His full testimony can be viewed here.

When the all testimony was delivered, the committee members asked a series of questions to the panel. The committee members had a variety of opinions on the subject. A standout among the crowd was Senator Grassley who bluntly stated his opinion that it was intellectually dishonest to oppose tax incentives for renewable sources that have been denied them for so long.? Senator Baucus concluded the hearing by stating that parties on both sides of the issue have a role to play together in reforming the tax code.

I was interested to observe how the demeanor of the witnesses and committee members remained so cordial despite there being so many differing opinions. I took away from hearing a feeling of ineffectiveness because though many opinions were voiced it was hard to see a definitive change to the tax code being introduced in a timely manner. I was also disappointed to hear no mention of the Senate Masters Limited Partnership Parity Act I mentioned in my blog on Monday as it has clear relevance in a tax code hearing.

Police: W. Pa. man blamed dog for apartment arson

(AP) ? A western Pennsylvania man who blamed his dog for causing an apartment fire has been jailed on charges that he set the blaze himself.

The Tribune-Democrat of Johnstown reports Wednesday that Cresson Township police have charged 58-year-old John Saparo with setting the July 12 fire, though police have yet to specify how.

What police did say is that they've determined the fire didn't start the way Saparo claimed. He allegedly told officers he was cleaning and had several fans running when his dog knocked over one of the fans, which, somehow, started the fire.

Saparo remains in the Cambria County Jail awaiting a preliminary hearing June 20 on arson and related charges. Online court records don't list an attorney for him.

Latino 2012: More Potential Latino Voters in 8 States Than Margin Of Victory In 2008 (PHOTOS)

The Latino vote has been referred to as the "sleeping giant." That's because millions of Latinos are eligible to vote but have not yet registered. If they register and show up to the polls, that awoken giant could determine the 2012 presidential election.

In fact, in eight states, the number of potential Latino voters is greater than the margin of victory in the 2008 presidential election, according to an infographic released by the Center for American Progress Tuesday.

California's nearly 4.5 million potential Latino voters surpass by four times the one million voters that were the margin of victory in the 2008 presidential election, according to CAP.

An estimated 21.5 million Latino voters are eligible to vote. An additional 8.1 million green-card holders would have been eligible to vote if they naturalized and then registered before late October (the average wait time for the naturalization process takes 10-12 months). CAP adds, "Looking ahead, every month about 50,000 Latinos turn 18 and are eligible to vote and each year an average of 700,000 immigrants are naturalizing."

And both presidential candidates are well aware of this growing formidable force. The Obama campaign has spent $1.7 million since mid-April on Spanish language ads in Florida, Nevada and Colorado, according to SMG-Delta, a media firm that tracks campaign advertising.

Mitt Romney has spent considerately less -- only $13,000 -- on Spanish-language media since he clinched his nomination, perhaps because of President Obama's consistent lead with Latino voters (34% in the latest NBC/Wall Street Journal/Telemundo poll). That makes Republican Hispanic outreach a bit like "watering the desert," Democratic strategist Freddy Balsera told the National Journal. Despite the Latino population's Democratic leaning, the demographic shouldn't be taken for granted, according to Angela Kelley of CAP. "The numbers don?t lie," she said in the CAP report. "If politicians either ignore or demonize immigrants, they can say 'adios' to ever getting a second look by these voters."

Good way to attract players to my RP?

Hello, I recently made an RP, an odd sort of semi-nation building affair taking place in an original dark-medieval fantasy world.

At first, I was surprised with the number of responses, two people showed interest within minutes, one had a character written up not half-an-hour later! Soon after that I went to bed. Woke up and, nothing. Not one other player had showed the slightest bit of interest. I didn't think to much of this at first, because it was overnight and most North-Americans would be just getting up or at school. So I waited a few hours, came back and still nothing. I did a quick edit or two of the original post and added a few things / fixed some errors. Then I posted a thread on the "Requesting Players" thread. Hours later, and still nothing.

Am I just impatient? Does it usually take a few days for people to show interest and the players that showed interest quickly were just flukes. Is the concept unpopular? The reason I made the role-play to begin with is because most RP's around here seem very... Meh, in both creativity and quality.

Would anybody have any ideas how to increase interest?
